Job Description

The primary function of the Argonne National Laboratory (ANL) Requirements Manager is to establish and execute an effective, robust and innovation requirements management program to enable the conduct of Research and Development (R&D) and delivery of efficient and effective Management and Operations (M&O) functions.

The Lab’s Requirements Manager interfaces regularly with senior leaders and provides thought leadership, develops and implements business strategies and standards, and manages the systems, processes and tools (Contract deliverable tool, ex., HighQ).

The Lab’s Requirements Manager is also responsible for managing key relationships with all levels of ANL management and staff, and our key Department of Energy (DOE) customers.

In this capacity, the incumbent regularly interacts with DOE management and the DOE Argonne Site Office (ASO) Contracting Officer as well as ANL leadership and staff around interpretation of the ANL M&O contract and related DOE expectations.

The Lab’s Requirements Manager must coordinate activities and work closely with the ANL Office of General Counsel to determine and assess operational risks.

The Lab’s Requirements Manager plays a key role in oversight of ANL requirements management, reviews and assures ANL Contract Correspondence meets established quality standards.

The Lab’s Requirements Manager must have the ability to influence a wide variety of key internal and external leaders without having direct authority as well as build excellent working relationships with these individuals.

Position Responsibilities

  • Plans, leads, and directs ANL personnel, systems and activities associated with the requirements of the Prime Contract with DOE-ASO.
  • Plans, administers, and ensures the integrity of ANL’s Requirement Management processes.
  • Interprets DOE Directives and Contract Requirements in collaboration with the Legal Department and Subject Matter Experts.
  • Distributes contract modifications and drafts orders for comments, collects, and transmits feedback to DOE, and monitors compliance plans when full compliance with new requirements is required.
  • Assures that both contract and non-contract requirements flow down into Laboratory procedures.
  • Serves as ANL’s primary point of contact for requirements with the DOE Contracting Officer.
  • Reviews all correspondence issued to the DOE Contracting Officer related to Prime Contract requirements for quality and accuracy.
  • Initiates and leads efforts to ensure contract compliance and coordinate with appropriate core process owners and subject matter experts to resolve compliance/operational risk issues.
  • Plans, leads, and directs all activities associated with management of the Performance Evaluation and Management Plan (PEMP) in concert with ANL’s Laboratory leadership.
  • Establishes and maintains a formal assessment program to independently validate Argonne policies, programs, and procedures that implement each requirement.

Position Requirements

  • Excellent oral and written communications skills.
  • Ability to work with internal and external stakeholders including staff, management, and executive levels, and maintain positive interpersonal relationships throughout the organization.
  • Demonstrated project management skills in a professional environment.
  • Ability to take initiative and act independently with little guidance.
  • Analytical abilities and skill in reading and understanding DOE orders, laws, and regulations
  • Ability to act in a professional manner and maintain standards of ethics and confidentiality with highly sensitive, proprietary, and privileged information.
  • Experience developing forms, processes, and policies.
  • Knowledge of Microsoft Office Suite (Word, Excel, and Power Point) and Adobe Acrobat.
  • Ability to learn Argonne National Laboratory’s organizational structure, policies, procedures, and administrative systems.
  • Ability to obtain and maintain an HSPD-12 badge.
