Position Summary

The Associate Privacy Analyst serves as Ethics and Compliance Department staff and is a key team member in City of Hope’s system privacy program and activities. At the direction of the Privacy Manager, the Associate Privacy Analyst performs regular and proactive audits to monitor compliance with City of Hope’s privacy policies and to ensure compliance with the Federal HIPAA (Health Insurance Portability and Accountability Act) Privacy Rule and other applicable federal and state privacy regulations.. They are also responsible for fielding and responding to privacy-related inquiries including investigations, auditing, monitoring and improvement activities, and using judgment and expert knowledge to escalate issues to the Privacy Manager and/or Chief Privacy Officer.

The Associate Privacy Analyst will also assist in reviewing and responding to various privacy related audits and preparing notifications to patients and regulatory authorities for privacy violations. The Associate Privacy Analyst communicates regularly with other departments including Health Information Management Services, Patient Financial Services, Human Resources and Information Security, and also with various levels of staff regarding privacy and security issues. Bachelor’s degree and at least one (1) years’ experience in a health care setting required, preferably in a position that required knowledge and experience with patient privacy and information security, or a similar job that required interpretation of complex regulations and communication of same to all levels of staff. Individual must possess excellent attention to detail, strong writing and verbal communications skills, and be able to make critical decisions based on data analysis.

Key Responsibilities include:

  • At the direction of the Privacy Manager, assists in performing regular and proactive internal privacy access monitoring reviews or provides support for external privacy access monitoring reviews within established timeframes. Assists in the follow up related to these reviews, including compliance investigations, internal reporting, monitoring, and facilitating corrective action plans and process improvements.
  • At the direction of the Privacy Manager, assists in response to and investigation of any matters brought forward by leadership, staff or through other reporting mechanisms such as the Compliance Hotline or regulatory authorities relating to patient privacy, including audits and investigations commenced by (i) the federal Office for Civil Rights of the Department of Health and Human Services; (ii) state regulatory authorities; and (iii) any other government or agency.
  • Supports ongoing auditing and monitoring activities related to privacy matters. Uses judgment and expertise to identify potentially serious concerns and ensure timely escalation of these issues to the Privacy Manager and/or Chief Privacy Officer.
  • Assists in the support and maintenance of privacy related tools such as proactive patient monitoring software and Governance, Risk and (GRC) software.
  • Works collaboratively with the Privacy Manager in developing and presenting compliance training related to patient privacy.
  • Assists with special projects relating to patient privacy as requested. Provides support with Internal Audit Department activities relating to privacy.
  • Assists in the review and maintenance of existing enterprise privacy policies. Develops and maintains departmental policies and procedures.
  • Support the compilation of analytics to track and trend Privacy department metrics such as disclosure activity, Privacy audit results, and others upon request.
  • Provides administrative support to the Privacy & Security Compliance Committee, including maintenance of agendas, meeting minutes and action logs.
  • Represent the Privacy department as requested during investigation meetings, committee meetings, trainings, and presentations, based on organizational needs.
  • Maintains current knowledge of application of federal and state laws and regulations relevant to patient privacy and information security and enhances professional growth and development by participating in educational programs relating to such topics.
  • Supports the Ethics and Compliance Office with performance of other privacy compliance-related duties as requested.
  • Familiarity with City of Hope philosophy and its concept of care.
  • Ability to deal with a variety of personalities and situations and excellent verbal and written communication skills.

Follows established City of Hope and department policies, procedures, objectives, performance improvement, attendance, safety, environmental, and infection control guidelines, including adherence to the workplace Code of Conduct and Compliance Plan. Practices a high level of integrity and honesty in maintaining confidentiality.

Performs other related duties as assigned or requested.

Basic education, experience and skills required for consideration:

  • Bachelor’s degree. 4 additional years of experience plus the minimum experience requirement may substitute for minimum education
  • 1 - 3 years or more experience in privacy, information security, compliance, or other healthcare-related field.

Preferred education experience and skills:

  • Certification in Healthcare Privacy Compliance (CHPC) or other privacy related certification or must be earned within the first year of employment.

Salary / Pay Rate Information:
Pay Rate: $31.00 - $47.39 / hour
