Position Description
The Executive Director will lead and oversee all aspects of the Department of Health Care Policy (HCP), including its administration and daily operations. This role will report directly to the Chair and maintain a dotted-line reporting relationship to the Executive Dean for Administration. They will be responsible for building and maintaining strong relationships with HCP constituents across Harvard Medical School (HMS), Harvard University (HU), affiliates, sponsors, and related entities. The Executive Director will work closely with the Chair to devise and implement the vision and strategic plan for the department.

To ensure the success of HCP, the Executive Director will maintain effective communication and cooperation among the core and affiliate faculty, staff, and students, totaling approximately 176 members. They will directly oversee six functional areas, including HR, Administration, IT, Research Compliance, Finance, and Communications/Media. Additionally, the Executive Director will oversee the HCP computing infrastructure and its sensitive data, which is used in research, and manage network access for internal and external researchers.
 
The Executive Director will establish, interpret, and implement plans, policies, and procedures for HCP, ensuring compliance with HMS and HU policies and programs. They will be responsible for all staff performance issues, collaborating closely with HR business partners when necessary, and will ensure adequate staffing during peak times and periods of approved leaves and absences to ensure smooth workflow in HCP. The Executive Director will balance the portfolios of research and administrative staff to ensure equitable allocation of effort and work, while ensuring stable funding for all positions.

The Executive Director will prioritize solution-driven customer service and oversee every aspect of the day-to-day administrative, academic, and research operations in HCP. They will direct the department planning process, establish and achieve long-range goals, and ensure alignment with the department, HMS, and university.

Job-Specific Responsibilities:
  • Responsible for providing strategic oversight and leadership for six critical operational functions: HR, IT, Finance, Administration, Compliance, and Communications. Develop and implement strategies that promote the efficient and effective operation of these functions, ensuring that they are aligned with the overall goals and objectives of the department.
  • Supervise a team of six staff. Create and foster a culture of transparency, respectful collaboration, and entrepreneurship among administrative staff, faculty, students, and affiliates. Cultivate a diversity of backgrounds and perspectives in the department.
  • Oversee computing infrastructure and all data. Manages network access for all internal and external researchers. Ensures sound and rigorous compliance measures for data use agreements that govern the research in HCP. Identify, communicate, address, and escalate risks in a timely and appropriate manner to protect the assets, resources, information, and reputation of the department and the University. Responsible for ensuring compliance with all other relevant policies and regulations while maintaining strong communication and collaboration with stakeholders both within and outside the department.
  • Oversee administrative, academic, and research operations including developing and implementing department-wide, plans, policies, and procedures while ensuring alignment with HMS and the university. Manages staff, faculty, student, and affiliate hiring processes.
  • Responsible for overseeing faculty recruitment efforts, preparing annual and semi-annual reports, and participating in University and medical school committee work.
Basic Qualifications
  • Bachelor's degree in business, healthcare, or related fields is required.
  • 10 + years of experience including a minimum of 5 years of supervisory experience in an academic or closely related setting.
Additional Qualifications and Skills
  • Advanced Degree preferred.
  • A minimum of ten years of increasingly responsible experience in an academic, hospital, or research environment.
  • A minimum of ten years of financial, budgetary, development/philanthropy, NIH grant writing and management, and human resource experience.
  • Extensive knowledge of both federal and non-federal grant and contract regulation is essential. Knowledge of federal and state regulatory framework for sponsored and data management compliance.
  • A minimum of ten years of research, technology, and program development experience, including building databases, developing effective policies and creative initiatives to achieve programmatic missions, managing research operations, statistical analysis, and harnessing state-of-the-art software, coding, and data visualization technologies to optimize business and/or academic processes.
  • Established record of effective leadership in an academic, hospital, or research environment. Strong interpersonal communication and public relations skills, both written and verbal.
  • Meticulous organizational and editing skills, anticipatory acumen, sound judgment, and discretion.
  • Discretion and ability to responsibly handle confidential matters and materials.
  • Strong analytical skills and the ability to independently interpret and present data.
  • Seasoned multitasker, capable of independently managing multiple time-sensitive projects simultaneously with utmost attention to detail.
  • Comfortable spearheading and implementing change.
  • Demonstrated ability to work collaboratively and flexibly with all kinds of people and across all levels of an organization.
  • Experience developing, coaching, and supervising a diverse staff to promote an environment of collaboration, inclusivity, and belonging.

This position is based in Boston and some in-person on-campus work will be required, and flexible/remote work is an option.
