The Enterprise IT Business Analyst II is key in understanding and documenting business processes within Texas Tech University departments. This position is a liaison between IT and functional departments, ensuring that technology requests align with institutional needs. The analyst is responsible for conducting business analysis, documenting workflows, and identifying opportunities for process improvement. This position may interact with key IT leadership and functional leadership across Texas Tech University System institutions as part of the central IT Division. Enterprise IT Business Analyst II is expected to operate with a higher level of independence and analytical capability than an entry-level analyst.

Major/Essential Functions

Maintain knowledge of institutional business processes. Perform business analysis in collaboration with stakeholders to identify and document business needs. Convert business use cases into technical requirements to ensure successful IT work initiatives. Identify improvement opportunities and recommend changes to enhance efficiency and efficacy of processes. This position operates within a collaborative IT environment and may involve interactions with IT and functional leadership.

Leads requirements elicitation workshops across multiple functional offices; prioritizes and validates needs.
Authors detailed BRDs, FRDs, user stories, process flows, and data mapping documents with minimal review.
Analyzes and redesigns complex cross-module processes.
Manages full UAT cycles including test planning, defect triage, regression testing, and go-live support.
Delivers end-user training sessions, creates job aids, and supports change communication plans.
Ensures all configurations and deliverables comply with FERPA, Title IV, IPEDS, and institutional audit standards.
Resolves process and system issues independently; mentors and guides Level I analysts.

Knowledge, Skills, and Abilities

Intermediate understanding of business analysis methodologies, ERP/SIS systems (e.g., integration points), and software development life cycles; knowledge of project management principles and higher education regulations (e.g., data privacy). Skills: Advanced requirements elicitation, including interviews and workshops; data analysis with tools like SQL, BI dashboards (e.g., Cognos); process improvement techniques (e.g., BPMN modeling); strong communication to bridge business and IT gaps. Abilities: Evaluate complex processes and recommend optimizations; facilitate cross-functional teams involving clients and developers; exercise independent judgment in decision-making; handle multiple projects simultaneously with minimal supervision.


Required Qualifications

Bachelor’s degree in business, Computer Science, MIS or similar field and 1 - 2 years of related experience. Additional job-related experience may be substituted for the required education on a year-for-year basis.

Preferred Qualifications

Experience in higher education with exposure to business processes, business analyst training, or work experience in functional departments.
1-2 years of hands-on experience with ERP/SIS systems (e.g., Ellucian Banner, including module configuration or integrations); possession of intermediate certifications such as CBAP (Certified Business Analysis Professional) or PMP (Project Management Professional); experience in higher education IT projects involving custom development or data migration; proficiency with collaboration tools like Jira or Confluence.
