SUMMARY DESCRIPTION

Under the direction of an appropriate level manager or administrator, works with faculty, administrators, staff, the College Foundation, and external agencies to identify, coordinate, and develop grant opportunities; performs technical writing and narrative development for grant applications; translates complex institutional goals into compelling proposals and grant submissions; monitors the implementation and administration of funded grants to ensure compliance with applicable laws, regulations, funding requirements, and District policies; and provides technical assistance and support in obtaining, developing, and implementing grants.


REPRESENTATIVE DUTIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.


Coordinate assigned grant development and implementation activities to support the College's vision, mission, values, goals, program development, and institutional advancement; identify external funding opportunities that support College and Foundation programs and projects; plan, develop, implement, monitor, and evaluate assigned grants, ensuring written materials are persuasive, cohesive, and aligned with funder priorities.

Provide technical guidance, consultation, and support to College administrators, managers, faculty, and staff regarding project and grant funding needs; identify and communicate relevant grant opportunities and potential funding resources; develop and disseminate grant application guidelines; and provide individualized and small-group support in researching, identifying, and pursuing funding sources for programs and projects.

Coordinate and oversee grant proposal development and submission; assist managers, faculty, and staff with grant concept development; provide grant-writing training; and prepare, write, and edit grant proposals, narratives, executive summaries, letters of intent, and other application materials. Perform substantive editing of technical sections prepared by subject matter experts to ensure accuracy, consistency, clarity, and a professional voice throughout grant applications.

Apply and interpret College policies, procedures, and applicable federal and state laws, regulations, and funding requirements governing grant-funded projects; provide ongoing operational, administrative, and technical guidance to managers, faculty, and staff serving as project directors; and monitor program activities, budgets, expenditures, reports, and outcomes to ensure compliance with approved objectives and funding requirements.

Develop, coordinate, and monitor contracts and subcontracts with individuals and organizations in support of grant activities; develop and maintain a comprehensive master calendar of grant-related activities, deadlines, reporting requirements, and required documentation.

Coordinate and oversee the preparation and submission of financial, programmatic, and final grant reports and claims to funding agencies; maintain comprehensive official project and grant records, including award documents and contracts, financial and expenditure documentation, Board approvals, personnel records, reports, claims, and other required supporting documentation.

Develop and maintain grant-related web content for the College; maintain databases and information systems documenting grant proposals, awards, activities, deadlines, and related information; and ensure grant-related information is organized and readily accessible.

Develop and maintain strategic relationships with funding agencies, corporate and private foundations, legislative offices, professional associations, community and governmental organizations, and other external partners to advance College funding and advocacy objectives; serve as a liaison and resource to College departments, divisions, the College Foundation, and grant writers by coordinating information and data needed to support grant development and submissions; represent the College in collaborative partnerships and meetings, as appropriate or assigned; and serve as the primary editor and quality-control lead for final grant submissions.

Develop, monitor, and reconcile grant budgets; track expenditures to ensure alignment with approved budgets and funding requirements; assist with budget revisions and adjustments; prepare budget summaries and projections; and support Fiscal Services with financial oversight activities and internal and external audits to ensure accurate reporting, fiscal integrity, and compliance with District policies and applicable regulations.

QUALIFICATIONS

Knowledge of:

Purpose, mission, goals, objectives, organization, operations, programs, services, facilities, and needs of a community college district and assigned College area.

Principles, practices, methods, and techniques of grant research, development, writing, acquisition, administration, implementation, monitoring, and evaluation.

Grant funding sources, eligibility requirements, funding priorities, application processes, and trends and developments in grant funding, higher education, workforce development, and community college programs and services.

Advanced persuasive writing techniques and narrative structures used in institutional, state, federal, foundation, and other grant proposals and applications.

Applicable federal, state, and local laws, codes, rules, regulations, policies, procedures, funding requirements, and restrictions governing grant-funded programs and expenditures.

Principles and practices of grant budget development, monitoring, reconciliation, expenditure control, reporting, and fiscal compliance.

Methods and techniques of contract and subcontract development, administration, and monitoring.

Public relations, community relations, advocacy, and partnership development.

Local, state, and federal agencies, private foundations, corporations, professional associations, and other organizations that provide funding or partnership opportunities for education and community programs.

Principles and practices of training, work direction, consultation, and technical assistance.

Principles and procedures of records management, including establishing and maintaining files, databases, information retrieval systems, and official grant and project records.

Methods and techniques of preparing financial, programmatic, administrative, and other grant-related reports and correspondence.

Methods and techniques of web content development and maintenance.

Current office practices, procedures, methods, and equipment; computer hardware, software, peripherals, and applications used in the work, including word processing, desktop publishing, spreadsheets, databases, and related systems.

Effective written and oral communication skills in English, including correct grammar, spelling, punctuation, vocabulary, and business writing practices.

Interpersonal skills, including tact, patience, diplomacy, and the ability to establish and maintain effective working relationships with diverse individuals and groups.

Ability to:

Research, compile, analyze, interpret, and evaluate financial, programmatic, statistical, and other data to support grant development, budget management, reporting, and evaluation of program activities and outcomes.

Analyze and evaluate the use of grant funds and the effectiveness and outcomes of funded programs and projects.

Maintain current knowledge of trends, developments, funding priorities, and opportunities related to external funding for education and community college programs and services.

Interpret, apply, and explain District policies and applicable laws, regulations, funding requirements, and other requirements governing grant-funded activities.

Interpret and evaluate statistical information, charts, graphs, and other data presentations.

Communicate clearly, concisely, tactfully, and appropriately with the public, staff, administrators, funding agencies, and other organizations regarding sensitive issues within the area of responsibility.

Work cooperatively and effectively within an environment of shared governance and across organizational units.

Draft, edit, and finalize high-quality grant proposals, narratives, executive summaries, reports, correspondence, and other professional documents; present information clearly and effectively, both orally and in writing.

Manage multiple projects and priorities simultaneously; plan, organize, prioritize, and complete work to meet established and changing deadlines.

Work independently with minimal supervision and exercise initiative in carrying out assigned responsibilities.

Operate standard office equipment and effectively use word processing, spreadsheet, database, web-based, and other computer applications necessary to perform assigned duties.

Adapt to changing technologies and learn and apply the functionality of new equipment, software, systems, and applications.

Report to work on a regular and consistent basis, as scheduled, to assigned job.


EDUCATION AND EXPERIENCE GUIDELINES

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:


Education/Training:

Equivalent to a bachelor’s degree from an accredited college or university with major coursework in public administration, business administration, finance, nonprofit management, grant management, or a related field. A master’s degree in a related field is desirable.


Experience:

At least two years of progressively responsible professional experience in grant development, grant administration, program administration, proposal writing, or a related field.


PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Environment: Work is performed primarily in a standard office setting. Duties are typically performed at a desk or computer terminal and are subject to noise from office equipment operation, frequent interruptions, and contact in person and by telephone with academic and classified staff and others. At least minimal environmental controls are in place to ensure health and comfort.


Physical: Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination, including use of a computer keyboard; and to verbally communicate to exchange information. Vision: See in the normal visual range with or without correction. Hearing: Hear in the normal audio range with or without correction.

Work schedule: Monday - Friday (8:00 AM - 5:00 PM) - Schedule and shift are subject to change in accordance with the department's needs.
